THE ORGANIZATION

The Northeast Ohio Regional Sewer District protects public health and the environment by leading effective wastewater and stormwater management. As the largest wastewater treatment provider in the State of Ohio, the Sewer District spans 380 square miles, serves 63 communities and one million residents, and treats 90 billion gallons of wastewater a year.

In addition to its award-winning treatment plant and laboratory performance, the Sewer Districts Project Clean Lake construction program will reduce annual Lake Erie pollution by 4 billion gallons by 2036, while its Regional Stormwater Management Program addresses widespread inter-community problems like flooding, pollution, and erosion.

THE POSITION

Responsible for planning, organizing, directing and administering the operation and maintenance of the Easterly or Westerly wastewater treatment plants. Supervises and coordinates the work of subordinate staff to ensure compliance with federal, state and local requirements for wastewater treatment and air emissions from plant processes. Enforces and administers the Sewer District's policies and procedures. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

- Manages all functions associated with operation and process control of the Easterly or Westerly wastewater treatment plant. Ensures the operating efficiency of all treatment plant processes to achieve a quality treated effluent. Implements efforts to continuously improve plant operating efficiency. Ensures proper sampling; maintains records and prepares reports.

- Makes critical decisions on own initiatives and following established guidelines regarding plant operational problems, overflows and bypasses, emergency responses, evacuation and emergency maintenance. Identifies process problems, recommends process adjustments and implements necessary adjustments needed to continue the efficient operation of the plant after conferring with the plant administrative staff.

- Plans, directs, schedules and supervises employees in the operation and maintenance of the wastewater treatment plant; assigns and delegates work to meet performance objectives and provides guidance to assist staff; evaluates performance; may administer discipline, when appropriate. Plans, schedules and assigns operations work to achieve compliance with NPDES permits and all other federal, state and local permit requirements associated with plant operations; authorizes and prioritizes maintenance work requests. Arranges for shift personnel coverage as needed; provides inspection of work in progress to assure satisfactory completion; reviews logs, evaluates operating and laboratory data and personally observe unit processes to ensure normal operating conditions. Responsible for the review and approval of personnel timesheets.

- Encourages cooperation between employees to work as a team with other shift crews, the maintenance staff, other Sewer District departments and contractors.

- Receives and implements established operating guidelines; coordinates delivery and shipment of plant chemicals and residuals; recommends purchases of tools, materials, supplies and parts; coordinates necessary stock items with storeroom; determines if parts are available for emergency maintenance; orders supplies and materials; assists in development of equipment specifications.

- Implements safety rules, regulations and emergency procedures and ensures subordinates are properly trained; enforces safe work practices.

- Responds to emergencies on an on-call basis 24 hours per day, seven days per week; keeps detailed records and writes reports; authorizes all entrance and exit of personnel, equipment, chemicals and residuals; uses a computer for information storage and retrieval.

- Supports budget preparation and administration.

- Serves as Backup Professional Operator in the absence of the plant Superintendent and Assistant Superintendent.

- Performs other duties of a similar nature as may be required.

Pay Range: USD, Commensurate with Experience

$76,768 - $95,960

Qualifications:
MINIMUM JOB REQUIREMENTS

EDUCATION & EXPERIENCE

- Candidate must possess an Associate degree, preferably in engineering, engineering technology, business, or a natural science and five (5) years of experience in wastewater treatment plant operations.

- Two (2) years of supervisory experience is preferred.

- Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

- Candidate must possess a valid driver's license with a driving record in accordance with the Sewer District's acceptable guidelines.

- Candidate must possess a valid Class III State of Ohio Wastewater Operator Certificate

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of supervisory principles and practices, practices of wastewater treatment and the ability to analyze and make skilled judgments relative to indicators of normal or abnormal conditions. Effective interpersonal communication skills and proficient computer skills.

PHYSICAL REQUIREMENTS

While performing the essential functions of this position the employee must be able to compare, copy, compute, compile, analyze, coordinate, synthesize, negotiate, communicate and instruct. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as standing, sitting, walking, climbing, balancing, stooping, reaching, handling, fingering, feeling and talking. Ability to lift up to 25 lbs. on an occasional basis. Position will require visual demands of near acuity, far acuity, dept perception, accommodation and color vision. The position is primarily a plant position and loud to very loud noises are prevalent. While working the employee will be exposed to extreme weather, extreme cold and heat, atmospheric conditions, wet and/or humid conditions, hazards and confined/restricted working environments. Position required to perform confined space entry on the job. Employee must possess the ability to wear required respiratory protection devices in accordance with the Sewer District's policy, including not having facial hair that interferes with the facepiece-to-face seal.
