Another Source’s client, Oregon State University, is recruiting a Treasury Analyst to join their University Shared Services Enterprise (USSE) team. This is a primarily remote position that will require the flexibility to come to campus 2-4 times per year as needed.  

  

Here’s a little about University Shared Services Enterprise (USSE) and the position they are recruiting for:   

  

University Shared Services Enterprise (USSE) provides shared finance and administration services to the seven public universities in Oregon.  

  

The Treasury Management Services division of the USSE provides oversight, coordination, accounting, and compliance support for various treasury functions for university clients. Service offerings include cash management, debt management, and investment management in cooperation with the Oregon State Treasury or other financial service firms upon request  

  

About the Role:  

As the Treasury Analyst, you will provide support to university clients by analyzing, identifying, and implementing streamlined business processes or technical solutions and ensure the integrity of timely and accurate data recording of all cash activity supported by USSE. This role will prepare and/or analyze reports that monitor and forecast activities related to university clients and advise and provide business analytics that contributes to resolving accounting and finance-related questions associated with financial transactions. The Treasury Analyst will work on projects independently and collaboratively with the department, university clients, and external partners.

Anticipated salary range: $73,000 - $85,000  

  

How your time will likely be spent:  

45% Administration of University Client’s Cash and Investment Management Programs:  

Prepare monthly and quarterly reporting deliverables for cash and investments and submit them by due dates.  
Prepare forecasts, projections, cost analysis, and internal and external compliance reports.  
Provide analytical support for treasury and investment functions, including asset allocation, strategy implementation, performance measurement, compliance reporting, and risk mitigation.  
Recommend and implement process and reporting improvements; maintain process documentation.  
Support daily liquidity management including execution of cash, investments, and interorganizational activities.  
Support investment research activities.  
Perform fiscal analysis of investment income received, investment proceeds received, and asset value fluctuations.  
Using GAAP, record investment income received and other investment activity including purchases, sales, market valuation adjustments, fees, amortization of premiums/discounts, etc.  
Prepare schedules of investment activity for annual financial statements and notes to the financial statements for university clients, including necessary journal entries to ensure that cash and investment balances are recorded properly in the client’s accounting records.  
Provide financial data and analysis of cash and investments to various outside entities in conjunction with the annual audit.  
Communicate with university client’s external auditors, upon request.  

 

30% Administration of University Client’s Borrowing Programs:  

Interpret and apply complex information such as State and Federal statutes, rules, regulations, and standards applicable to accounting, capital finance, and debt management.  
Gather data and/or prepare reports for post-issuance tax compliance requirements.   
Provide financial data to the universities or the State to use in responding to various outside entities such as financial audits performed by State Audits or their contractors, SFR Data for DAS or HECC, and external audit confirmations as requested.  
Verify data, generate analysis, and make recommendations.  
Support general obligation and revenue bond issuances. Assist in the preparation of financial data to be included in the sales documents and the various debt agreements for the bond sale.  
Serve as a resource for questions related to a central debt management software system (DebtBook).  
Prepare year end reporting deliverables for debt programs.  
Prepare necessary journal entries to ensure that debt balances are properly recorded in the university client’s accounting records.  

 

15% Treasury Operations:   

Serve as a resource for Treasury related questions and resolve issues (may be procedural or security related) promptly and professionally.  
Assist with the monitoring of bank balances for adequacy and cash accounting balances for compliance, recommending actions as needed.  
Initiation and/or approval of ACH transactions by USSE staff, review/recording of monthly bank fees, interest, and debt service payments.  
Establish and maintain effective working relationships with staff in the business offices of university clients.  
Work with university staff to support their initiatives that affect banking operations, help to resolve banking issues that arise and ensure that new activity is appropriately controlled and reconciled.  

  

10% Special projects and other duties as assigned.  

Qualifications:
What we would like to see from you:  

Bachelor’s degree in accounting OR a Bachelor’s degree in finance, business, or related field OR 8 years of treasury analyst work experience equivalent to the stated position duties.  
A minimum of 3-5 years of consistent and verifiable treasury/financial analysis and cash management experience in any industry.  
Demonstrable knowledge and expertise of the key principles of financial management, including forecasting and analysis, with ability to communicate financial data to non-financial individuals.  
Proficient with accounting and information management software, including MS Excel.  

  

Preferred Qualifications  

Possesses the following: Certified Public Accountant (CPA), Chartered Financial Analyst (CFA), or Certified Treasury Professional (CTP)  
Strong understanding of Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board (GASB).  
Advanced degree in financial, business administration or another relevant field.  
Investment analysis skills; knowledge of asset allocation, performance measurement, and cash management.  
Debt administration skills.  
Experience and understanding of an academic environment.  
Customer service experience.  
Ability to document and present information and ideas clearly and effectively.  
A demonstrable commitment to promoting and enhancing diversity.
