Position Summary:

Reporting to the Manager of Purchasing & Risk Management, this role requires a strong communicator who excels in providing expert advice to clients to achieve strategic procurement objectives in a public procurement environment.

Key Duties and Responsibilities:

  • Conduct procurement processes from planning to completion in accordance with the Town’s Procurement By-law and related policies.
  • Work closely with clients to understand their needs and assist them in developing their requirements.
  • Develop procurement document such as RFX’s, specifications and SOWs, agreements, reports, and correspondence.
  • Manage multiple procurement projects concurrently.
  • Guide and support evaluation processes including facilitating the assessment of proposals and the selection of successful bidders.
  • Develop and maintain Rosters for commonly procured services.
  • Responsible for being a proactive and engaged member of the Corporate & Financial Services team. Provide assistance respectfully and professionally to the team in reaching its goals. Assistance may include backing up other staff, responding to queries regarding account and financial reporting systems, and providing advice to staff on accounting matters.
  • Liaise with other departments/levels of government, suppliers, contractors, and the public on matters relating to procurement.
  • Attend, provide information, and make presentations at Committee of the Whole and Council meetings as requested.
This is a full-time, permanent opportunity at the Town. The annual salary for this role is $73,546.20 - $86,049.60 (2024 Rate). The Town also offers the following to our employees:

Qualifications:
  • Post-secondary education in business administration, materials management, purchasing and supply or another related field.
  • Professional designation from a recognized professional procurement association such as CPPB (preferred), CPPO or CSCMP, or working towards completion preferred.
  • Minimum five years of demonstrated progressive experience in a purchasing function in a public sector environment, municipal procurement experience preferred.
  • Knowledge and experience of purchasing practices and procedures including those outlined in the Municipal Act and government procurement trade treaties (CFTA, CETA, etc.).
  • Computer literacy in a Windows environment utilizing MSOffice Applications (Excel & Word).
  • Strong communication (written, oral and interpersonal), organizational, public relations and customer service, flexibility, ingenuity, and time and project management skills.
  • Ability to interact and deal effectively and courteously with all levels of staff, other levels of government, contractors, consultants, community groups, stakeholders, volunteers and the public in order to build co-operative and collaborative working relationships and internal and external alliances.
  • Ability to maintain confidentiality, be tactful in all dealings, be self-motivated and work effectively alone or in a team environment.
  • Strong writing skills for creating reports, correspondence, contracts, requests, bids and other documentation.
