THE ORGANIZATION
The Northeast Ohio Regional Sewer District protects public health and the environment by leading effective wastewater and stormwater management. As the largest wastewater treatment provider in the State of Ohio, the Sewer District spans 380 square miles, serves 63 communities and one million residents, and treats 90 billion gallons of wastewater a year.
In addition to its award-winning treatment plant and laboratory performance, the Sewer Districts Project Clean Lake construction program will reduce annual Lake Erie pollution by 4 billion gallons by 2036, while its Regional Stormwater Management Program addresses widespread inter-community problems like flooding, pollution, and erosion.
THE POSITION
Plans, manages, organizes, and controls the activities of the Building Systems Department. Serves as lead in managing efficient preventive and corrective maintenance programs for Building System equipment. Responsible for service contracts and all aspects of projects from inception to conclusion to ensure cost savings and heating, ventilation, air conditioning and refrigeration (HVAC/R), boiler, and related equipment is properly maintained to support Sewer District facilities. Recommends and leads the procurement of HVAC/R and boiler equipment for all budget centers within the Sewer District. Performs other duties of a similar nature as may be required.
ESSENTIAL FUNCTIONS
- Plans, organizes, directs, and ensures efficient coordination of resources (people and materials) for HVAC/R equipment and boilers in order to meet the objectives of the department.
- Provides guidance for short-term and long-term planning that meets necessary budget requirements; creates schedules and allocates staff appropriately, establishes priorities for resource utilization and identifies the need for capital expenditures. Creates and manages the operating budget for the Building Systems department.
- Develops and implements departmental goals and monitors the alignment with Maintenance Services and strategic goals.
- Manages continuous change and adapts business processes as necessary. Develops and implements process improvement projects. Brainstorms for ideas that can solve problems, improve efficiency, reduces costs and improve safety.
- Interfaces with various Sewer District departments when administering and/or developing contracts and specifications. Reviews and evaluates engineering designs, plans and specifications for recommendations. Manages projects and prepares specifications for bid documents. Assists with the preparation of awards and administers contracts and agreements.
- Manages department personnel. Conducts formal hiring interviews. Makes selection and promotion recommendations. Coaches, mentors, and manages performance of subordinates. Evaluates personnel performance. Identifies and ensures appropriate and timely training and development. Resolves disputes and maintains discipline and morale. Participates in grievance hearings and holds disciplinary hearings. Initiates and recommends disciplinary actions.
- Communicates to peers, subordinates and management information about issues or problems, interviews to establish facts and/or provides project updates. Emphasizes the importance of accomplishing work objectives and stimulates interest in projects and achieving objectives.
- Makes decisions after thorough evaluation under time constraints in emergency situations that determine a course of action, equipment and material purchases needed or regarding the welfare of employees.
- Oversees, assesses, evaluates, and improves the maintenance and repair of the Sewer District’s buildings systems. May respond to emergencies and off-hour alarms 24-hours per day including weekends and holidays.
- Ensures proper usage and provides guidance for Emergency Response Plans. Participates in crisis management response drills.
- Assesses, evaluates and improves the Computerized Maintenance Management System (CMMS) outputs to plan, schedule and assign the inspections, maintenance, and repairs of boiler and HVAC/R equipment.
- Reviews, evaluates, and analyzes trends in data to make decisions that satisfy operation, maintenance, safety, and engineering guidelines.
- Analyzes a wide variety of information in order to develop operation and/or maintenance reports for various audiences such as subordinates and leadership. Gives presentations at internal department meetings and board meetings.
- Completes routine administration duties, including writing correspondence, describing technical situations in lay terms, creating proposals and maintaining detailed records.
- May assist with equipment modifications or installation start-ups and shut-downs.
- Performs other duties of a similar nature as may be required.
Pay Range: USD, Commensurate with Experience
$85,662 - $107,077

Qualifications:
MINIMUM JOB REQUIREMENTS
EDUCATION
- Candidate must possess an associate degree in Business, Engineering, Engineering Technology, or Applied Sciences, apprenticeship or completed a formal maintenance training program.
- Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.
EXPERIENCE
- Candidate must possess five (5) years of progressively responsible experience in building system trades including HVAC/R and boilers as well as three (3) years of supervisory experience.
- Experience working with Collective Bargaining Union workforce and contractors is preferred.
OTHER REQUIREMENTS
LICENSURE AND CERTIFICATIONS
- Candidate must possess a valid driver’s license with a driving record in accordance with the Sewer District’s acceptable guidelines.
- Current and valid Stationary Engineer’s License issued by the State of Ohio is preferred.
- Ohio HVAC/R Contractor licensure is preferred.
- EPA Section 608 certification for refrigerants is preferred.
KNOWLEDGE, SKILLS AND ABILITIES
- Candidate must possess knowledge of HVAC/R, heating and boiler systems and equipment, including reading blueprints and knowledge of budget cost estimates for equipment and materials. Must be able to review and interpret water chemistry reports and recommend and coordinate water treatment adjustments. Interpret process control descriptions (PCDs), familiar with piping and instrument diagrams (P&IDs), understand controls and design and integration terminology.
- Candidate must possess excellent oral and written communication, as well as a superior commitment to high-quality service and the ability to successfully build and sustain positive and collaborative working relationships with a wide range of stakeholders.
- Candidate must possess the ability to read, interpret, and write request for quotes (RFQs) and specifications, project schedules, and project plans. Attention to detail and planning and organizing skills to prioritize workloads based on available resources and time constraints to work on multiple tasks simultaneously are required.
- Candidate must possess negotiation and conflict resolution skills to address issues/opportunities for improvement.
- Candidate must have proficiency with Computerized Maintenance Management Systems (CMMS)
- Candidate must be proficient with Microsoft Office Suite.
PHYSICAL AND MENTAL REQUIREMENTS
During the course of performing the essential functions of this position the employee must be able to analyze, comprehend, interpret, coordinate, organize and negotiate. Ability to interact and communicate while exhibiting strong decision-making skills, general intelligence, numerical intelligence, problem solving skills, task performance skills and resiliency is required. Physical work will need to be performed, such as balancing, bending, climbing, crawling, crouching, driving, feeling, kneeling, squatting, reaching, sitting, standing, talking, typing, walking, simple grasping, power grasping and fine manipulation. Ability to lift, push and pull up to 40 pounds on a frequent basis may be necessary. Position will require visual demands of near and far acuity, depth perception, accommodation and color vision. Exposure to extremely loud noise exposure on an intermittent basis is required. Exposure to respiratory hazards, extreme cold/heat (non-weather related), outdoor work, vibrations, wet and/or humid conditions, work around large machinery, heights and work inside confined spaces is common in this position. Employee must possess the ability to wear required respiratory protection devices, including not having facial hair that interferes with the facepiece-to-face seal.
