REPORTS TO: Asst. Superintendent of Operations

JOB SUMMARY:
The position of Wastewater Laboratory Technician works at the direction of, and under the supervision of, the Assistant Superintendent of Operations. The Laboratory Technician shall perform laboratory analysis, assist in the implementation and operation of the wastewater treatment system and other related work. Responsible for the accuracy and methods of all laboratory analysis. The work is to be performed in accordance with Federal, State and local regulations and is under the direct supervision of the Assistant Superintendent.

The Wastewater Laboratory Technician is responsible for analyzing water samples such as municipal and industrial wastewater and sludge for various chemical analyses, including wet chemistry, physical properties, biological and instrumental analyses. Must follow standard methods and possess good analytical techniques. Laboratory personnel are required to collect samples. Required to answer phones, assist with resident calls, and may perform payroll reconciliation. Responsible for maintaining and ordering laboratory supplies. A Class I Wastewater Analyst Certificate is required or must be obtained within 18 months from the date of promotion or hire.

ESSENTIAL JOB FUNCTIONS:
The following list of essential job functions is not exclusive or all-inclusive. Other duties may be required and assigned.
o Organize, collate, compile, and classify information. Check data for correct recording, and accuracy of calculations in reports, computers, spreadsheets, and QC samples
o Maintain quality control for instrumentation and analyses performed
o Perform specialized and complex chemical, bacteriological and physical tests and analyses of raw, partially treated and treated waste water and by-products to determine efficiency of waste water treatment plant processes.
o Provide spoken and written information to managers and supervisors and brief appropriate individual on tasks, situations, or if control parameters are exceeded by critically examining all information for accuracy and quality
o Maintain Lab in a neat and orderly fashion
o Order additional samples for testing and quality control situations as necessary to assure accuracy and precision.
o Keep detailed records and write reports
o Prepare and/or assist management with the preparation of EPA compliance reporting
o Prepare orders for laboratory supplies and maintain inventory
o Keep abreast of developments in the field learning analytical tests, methods and techniques by attending periodic workshops and classes
o Preserve and aliquot samples
o Interface with commercial and other wastewater laboratories when needed.
o Review and maintain familiarity with the plant’s NPDES Permits including requirements and changes to permit parameters and laboratory methods.
o Answering telephones including residential calls in a polite and concise manner
o May be required to perform the following Administrative functions:
o Prepare purchase requisition and process purchase orders for plant/laboratory equipment for supplies and services
o Maintain/Balance Petty Cash account used for small purchases and requesting reimbursement from the Finance Department when necessary
o Verify time records through ADP application for all employees on a bi/weekly basis and maintain payroll records
o Prepare an Overtime Report on a weekly basis for the Assistant Superintendent
o Prepare letters/ memos for Assistant Superintendents/Superintendent

While performing the duties of this job, the employee has the ability to work safely. A majority of time spent standing using eye protection with up to 20% time spent sitting and walking. The position requires occasional stooping, kneeling and climbing. Up to 10% time spent out of the laboratory collecting samples or in office area. Plant personnel may be exposed to hazardous chemicals. The Laboratory Technician may be required to collect samples. This may require the Laboratory Technician to enter area using ladders or steep stairs or to enter unstable areas near deep, turbulent water.



Qualifications:
KNOWLEDGE, SKILLS, AND ABILITIES:
o Skilled in laboratory procedures for wastewater treatment facilities
o General knowledge of EPA regulations and parameters as they apply to the wastewater treatment works
o Working knowledge of laboratory equipment
o Ability to establish and maintain effective working relationships
o Ability to exercise sound judgment in evaluating situations and in making decisions
o Ability to follow detailed and specific verbal and written instructions
o Ability to communicate effectively both orally and in writing
o Ability to learn new laboratory analysis methods
o Ability to interact with employees and customers in a professional manner

QUALIFICATIONS, TRAINING, AND EXPERIENCE:
o A current valid State of Ohio Driver’s License
o Minimum of a High School Diploma or Equivalent with a strong background in Chemistry and/or Biology
o Must possess or be capable of obtaining a Class I Wastewater Analyst Certificate or greater within 18 months from the date of promotion or hire
o A minimum of two (2) years of laboratory experience in a related field
o Knowledge of wastewater facilities, methods, and procedures as it pertains to the laboratory and treatment plant
o Possess good communication skills and the ability to coordinate work with others
o A working knowledge of Microsoft Word, Excel and report writers
