Procurement Specialist

Regular, Full Time
Newmarket, Ontario
Salary Range: $77,644.00 to $90,832.49

Reporting to the Director, Finance, the Procurement Specialist is responsible for facilitating the coordination of procurement activities ensuring adherence to internal procurement, financial policies, procedures and best practices.

What you will do

  • Provide support, training and guidance to internal users on purchasing policies, both competitive and non-competitive procurement procedures, purchase request process, change order process, procurement software, electronic bidding portal, organization templates, etc.
  • Ensure all procurement processes are conducted in compliance with applicable legislation, corporate policies and procedures.
  • Contribute to reporting on quarterly/annual procurement activity and purchase orders.
  • Examine, in detail, the contents of all Request for Proposals/Prequalification and Bids to assess compliance with the organization’s tender/proposal requirements.
  • Facilitate the posting and submission of all bid/proposal or pre-qualification documentation to the electronic bidding portal.
  • Develop the various stages of evaluation within the electronic portal or prepare internal documents to assist in the release of bid/proposal documentation, evaluations, tracking of progress and consensus meetings.
  • Read proposals and document the discussion and rationale for categories outlined as evaluation criteria for submissions to help facilitate discussion at consensus/evaluation meetings with staff.
  • Facilitate execution of contracts/supplier agreements using organizations templates, reviews and flags additional information not included in existing templates for reviews by supervisor, legal team or insurance provider.
  • Perform market research through outreach to other public entities to ensure continued competitiveness for procurement.
  • Identify opportunities and implement actions to achieve efficiency in internal procurement processes, documents, workflows.
  • Contribute to sourcing, consolidation, reduction and rationalization of corporate purchases.
  • Communicate with vendor representatives. Respond to procurement related inquiries from vendors and defend the corporate position.
  • Communicate with Finance departments to resolve invoicing discrepancies.
  • Provide back up support to the finance department for purchasing/payment processes.
  • Recommend and implement updates to organizational templates used for procurement.
  • Facilitate process for selling or disposal of broken/end of life equipment/assets.
  • Other duties as assigned.

35-hour work week, Monday to Friday, 8:30am – 4:30pm

Qualifications:

What you offer

  • University degree in Business, Public Administration, Supply Chain Management, Economics, Finance, or related discipline.
  • Professional purchasing certification or active enrolment with a professional body working towards certification in procurement or supply chain management is considered an asset, i.e. Ontario Public Buyers Association (OPBA), Certified Public Procurement Buyer (CPPB), Certified Professional in Supply Chain Management is highly desirable.
  • Minimum 3 years of procurement experience.
  • Public sector procurement experience in the following areas is an asset: professional services, information technology, construction, capital goods and/or fleet.
  • Knowledge and experience in purchasing, contract administration principles, the procurement process, related tender/proposal evaluation and award activities.
  • Demonstrated ability to establish effective working relationships with individuals and teams from several departments, outside industry associations and other public authorities.
  • Proficient with requisitioning and reporting systems, online bidding platforms (Bids & Tenders, Biddingo).
  • Proven ability to prioritize and achieve multiple objectives within set time frames.
  • Demonstrated ability to make quick assessments to effectively solve problems and establish priorities in a fast-paced environment.
  • Advanced computer literacy - Microsoft 365 Suite products - Excel, Word, PowerPoint, Teams, Power Automate, One Drive SharePoint, (Sage300 accounting software is an asset).
  • Superior written and verbal communication skills.
  • Critical thinking, strategic thinking, and ability to effectively solve problems.
  • Exceptional organizational, analytical and planning skills.
  • Self-motivated to work independently while demonstrating the ability to work effectively in a team and with all levels within the organization.
  • Strong interpersonal skills with experience in customer relationship management.
  • Understanding of the supply chain process.
  • Willingness to enroll in continuing education courses applicable to the role.
