Event Description

The Summer Meeting of the National Council of Legislators from Gaming States (NCLGS) will be held July 9-12, 2025, at the Hyatt Regency Louisville in Louisville, KY, with top lawmakers and regulators from throughout North America participating.

The NCLGS Winter Meeting, which is slated for December 2025, will be in San Juan, Puerto Rico. Exact dates for the Winter Meeting will be confirmed soon.

The four-day Summer Meeting will include a special forum titled “The Big Picture – Focus on the Future Gaming Leaders,” which is a series of short, informative "101 classes" for legislators and regulators from across the country (open to all attendees). A similar session that was held at the NCLGS Summer Meeting 2023 in Denver was standing room only. Also included will be keynote addresses, legislative Committee sessions, general sessions, a joint legislator/regulator roundtable (open to all attendees), two evening receptions, and other networking opportunities.

Gaming Laboratories International will kick things off with its annual Regulator Seminar co-location on July 9. 

The Summer Meeting in Louisville will build on the record attendance of the 2024 Winter Meeting in New Orleans, which drew more than 300 attendees, including

over 120 legislators and regulators.

“With gaming expansion being proposed or discussed in almost every state, uncertainty with state budgets and major question marks on the federal level, we expect our Summer Meeting in Louisville to be a vital forum for legislators,” says NCLGS President and West Virgina Delegate Shawn Fluharty.

As the only gaming conference where the legislative decision-makers meet, the NCLGS semiannual meetings attract legislators, regulators, operators, suppliers, attorneys, lobbyists, media, and other stakeholders to discuss all aspects of regulated gaming.

Committee meetings and general sessions, which are open to all attendees, will focus on all the critical issues facing gaming, from the expansion of sports betting, iGaming and iLottery to taxation, compacts with tribal operators, sweepstakes, illegal gambling and new land-based gaming operations.
