Illinois Head Start Association - Event Information
Event Name:
The Food Substitution Problem: CACFP Compliance When Meeting Families' Needs (1.25 hrs)
Event Type(s):
Education, Disabilities, & Coaching Early Head Start & Home Visiting Health, Safety & Nutrition Family Service Specialists, Workers & Advocates
Description:
Every Head Start nutrition coordinator knows the scenario: a family needs a dairy substitution, a child has sensory or cultural food restrictions, or an educator is managing a child who eats only a handful of foods. The April 2024 CACFP final rule tightened requirements around special dietary accommodations — and the gap between what families need and what a licensed healthcare provider will put in writing is wider than most programs realize. Participants will:
Describe the compliance gap between a reimbursable meal and a child who is actually eating and identify where Head Start programs most commonly fail audit reviews.
Distinguish between pressure-based encouragement and responsive feeding-aligned approaches to CACFP's "active encouragement" obligation at family-style meals.
Walk away with two documentation practices that reduce audit risk while supporting children's wellbeing, and a clear framework for how responsive feeding meets both compliance obligations and children's actual needs.
