We currently have an excellent career opportunity for a seasoned professional to join the leadership team as an Associate Director of Data and Systems in UCLA Financial Aid & Scholarships reporting to the Executive Director. The Associate Director oversees all financial aid data management activities associated with a broadly diversified portfolio of student aid programs (Federal, State, and University Grants, loans, work-study, and University and external scholarships) exceeding $1 billion annually. The Associate Director is responsible for leading systems and technology development for the current and planned financial aid system and ad hoc reporting tools, with an emphasis on automating and streamlining financial aid awarding, administration, and reporting processes. The incumbent assists the Executive Director in overall management of the office including systems and technology development and security, goal setting, policy making, planning, and improving organizational structure. The incumbent serves as a key member of the management team to promote productivity, collaboration, and coordination within and between all sections of the office, and is directly responsible for the oversight of all financial aid data and systems, including institutional, federal, and state fund management, as well as data reporting. Assists the Executive Director in high-level matters and serves at the Executive Director's request on University committees.

This position helps to administer a large, complex, and comprehensive student financial aid delivery system that currently relies on a mainframe system for financial aid processing, with a commitment to moving to a cloud-based financial aid delivery system and continued advancement in automation of processes. The position requires capability for: i) developing and maintaining fiscal key controls, ii) managing university fund management procedures, iii) participate in internal and external audits, iv) analysis and oversight of all regulatory and ad hoc statistical reports, v) ability to interpret regulatory and institutional requirements and apply changes to systems and technology platforms (specifications, testing, implementation, and training for the current and planned financial aid system and ad hoc reporting relational databases (data warehouses including SQL server, Microsoft Access QDB/Fiscal tools, COGNOS and Tableau)).


Qualifications:
Demonstrated advanced capability for administering a large complex, and comprehensive student financial aid delivery system centered on a mainframe system. Demonstrated knowledge of modern programming tools and systems in preparation for financial aid system implementation and integration with current systems. Demonstrated advanced leadership abilities and skills in leading and managing teams to assure attainment of goals. Demonstrated advanced experience and skill in developing and executing short- and long-range strategic delivery system and customer service plans. Demonstrated advanced knowledge of Federal Methodology and institutional methodology as well as federal, state and university policies that affect student financial aid programs. Demonstrated advanced ability to interpret and comprehend complex federal, state, and university regulations, policies and procedures. Demonstrated understanding of student data integration required to operate a financial aid management system and ensure operational efficiency as well as compliance with federal, state and institutional regulations. Demonstrated advanced skill in supervising staff, including recruiting, training, delegating, evaluating, discipline, and motivation. Skill in organizing material, information, and personnel in a systematic manner to optimize efficiency and minimize duplication of effort. Advanced knowledge of management principles, trends, and practices. Demonstrated ability to perform business analysis that is accurate, practical and conclusive in supporting operational commitments and requirements of UCLA and Financial Aid & Scholarships. Ability to establish, maintain and nurture cooperative productive working relationships with staff, peers and administrators within and external to Financial Aid & Scholarships. Demonstrated ability to communicate effectively both in writing and orally, including the delivery of oral presentations to both technical and non-technical groups. Advanced skill in verbal communications to relate information clearly and concisely to staff, auditors, administrators, and federal and state officials regarding financial aid policy and procedures that govern the department. Skill in diffusing and resolving unusual student financial aid cases. Ability to effectively communicate and resolve audit findings. Ability to develop training materials to present effective training workshops and presentations for staff and the university community. Skill in writing performance evaluations and other personnel related issues. Knowledge of effective time management techniques to set priorities. Demonstrated advanced leadership skills in promoting improvement in the management of financial aid programs. Demonstrated skill in budget management and performing financial analysis. Demonstrated ability to work with programming staff involving system design, enhancement, testing and implementation. Demonstrated skill in software applications and operations, including selection and use of appropriate products to support office requirements. Knowledge of generally accepted accounting principles and the structure of the University accounting and reporting systems. Knowledge of generally accepted records management principles to ensure proper maintenance, archiving, and destruction of data maintained in hard copy and electronically. Knowledge of the UC Office of the President corporate reporting requirement regarding financial aid fund activity.
