The position is unique in that it plays a significant leadership role in two key entry areas for students -- Enrollment Services and Financial Aid (ESFA), and it plays a significant role in outreach in the community related to supporting our local community for access to education. This area of the College advocates for diversity, equity, and inclusion by examining registration, financial aid, and degree conferral practices considering opportunity gaps in access, retention, and completion. ESFA serves students in the areas of admissions and registration, degree conferral, student records, and financial aid. ESFA collaborates and consults with faculty, staff, and other constituents on individual and programmatic needs relating to enrollment and student aid.

The Director serves as a strong advocate for institutional diversity, equity, and inclusion, and works to support and retain students through strategic enrollment management efforts. This position serves on the Students, Equity & Success Leadership Team and reports to the Dean of Student Access & Advising. This position will also help implement and sustain processes and technologies that best support students and meet strategic enrollment managements goals.

Essential Duties
-Responsibility for supervision full-time and part-time employees in Enrollment Services and Financial Aid.
-Represent Enrollment Services and Financial Aid within the College, in the community, in professional organizations, and with State and Federal associations and agencies in order to support local community access to education
-Position provides guidance related to Family Educational Rights and Privacy Act (FERPA), Title IV regulations, institutional certification, and State participation compliance requirements
-Serve as Campus Solutions (CS) pillar co-lead for new student information system, ctcLink (an Oracle PeopleSoft product).
-Lead and direct Enrollment Services as Registrar managing budgets, FERPA training and compliance, admissions, registration, residency, transcript evaluation, diploma production, degree and enrollment verification, petitions, website updates, electronic filing system, State reporting, and other related tasks.
-Manage the maintenance of security and access to student records, complying with FERPA and State standards and AACRAO best practices; oversee the computerized recruitment and admissions Inquiry Management System (IMS).
-Ensure maintenance of security and access to student financial aid records, complying with FERPA, and use National Association of Student Financial Aid Administrators (NASFAA) and State standards.
-Responsible for all functions related to the financial aid programs (including Federal work-study and emergency aid programs) including awarding, disbursement, and reconciliation, and for submitting all Federal, State, and institutional reporting such as the FISAP and year-end reporting.
-Responsible for analysis, review, and processing of financial aid applications (FAFSA) in accordance with Title IV and other institutional, State, and Federal requirements. Manage and/or direct verification procedures, appeals processes, and default management.
-Provide high quality learner centered services to students and customer services to the public and community; remain current on innovations in student support services programming, implementing new ideas as appropriate.
-Serve on the Students, Equity & Success Leadership Team, and as a member of Strategic Enrollment Management workgroup.
-Keep current with laws, regulations, and technology that may affect Enrollment Services and Financial Aid operations; implement policy and procedural changes as required; ensure compliance in high risk audit areas.


Qualifications:
Education and Experience
-Master's Degree in related field of study with two (2) years of direct experience, OR a Bachelor’s degree and four (4) years of direct experience OR at least 8 years of direct experience
-Five (5) years of progressive experience within enrollment services and/or financial aid in a higher education setting
-Three (3) years of supervisory/management experience in student services or related area
-Experience complying with the Family Educational Rights & Privacy Act (FERPA) and Title IV
-Familiarity with an information system such as PeopleSoft or a similar product
-Experience providing direct service to student populations with diverse/varying needs

Knowledge
-Leadership principles, including the principles and practices of effective supervision
-Budgeting management including compliance within funding requirements at State/Federal levels
-Applicable laws, rules, ordinances and regulations related to Financial Aid activities
-Computer applications applicable to Financial Aid systems and higher education environments
-Family Educational Rights & Privacy Act (FERPA)
