Purpose of Position / Job Function: Experienced financial aid professional to provide leadership and direction for the California Student Aid Commission (CSAC) state aid programs and to contribute to the vision and strategic mission of Enrollment Services. This position maintains a high level of expertise in financial aid processes, regulations and requirements.
General Responsibilities: The Cal Grant Coordinator & Financial Aid Counselor performs complex functions under the general supervision of the Associate Director of Financial Aid & Scholarships and works independently to provide a variety of coordinating and advising services in support of the Financial Aid & Scholarships office. The Cal Grant Coordinator & Financial Aid Counselor will administer and coordinate complex categories of state aid programs, which require independent thinking and professional judgment. Reviews difficult individual, group and/or organizational problems, develops and recommends courses of action and implements proposed solutions related to the functional and technical aspect of the CSAC programs, application process, awarding cycle as well as student and parent counseling. Administers and coordinates the financial aid state aid programs offered by the Financial Aid & Scholarships office such as Cal Grants, Chafee Grants, Law Enforcement Personnel Dependents Grants, California National Guard Education Assistance Award Program, Dream Loans and Middle-Class Scholarship. Coordinates the university's participation in the California student aid programs including serving as liaison with the California Students Aid Commission (CSAC) and assisting in the reconciliation of payments to students and CSAC. Coordinates with the admissions office in reviewing admissions rescinds. Recommends and assists in implementation of initiatives and changes to improve quality and services of the Financial Aid & Scholarships office. Identifies problems; develops and presents recommendations for improvement of established processes and practices.
Maintains a high level of knowledge for the CSAC programs and requires a depth of knowledge of financial aid.
Serves as a liaison with CSAC and the CSU and is responsible for the disbursements and reconciliation process between PeopleSoft and CSAC for program accuracy and compliance. Develops, reviews, suggests and implements new and revised policies and processes to improve the effectiveness of the Financial Aid & Scholarships office in regard to the CSAC programs. Maintains knowledge of financial aid programs, including Pell Grant, Federal Direct Loan/Private Loans, Federal Work-Study and California State University policies, procedures and office practices in accordance with CSAC and the CSU. Using appropriate federal, state and institutional standards, evaluates information provided by financial aid applicants to determine eligibility for specific types of assistance. In special cases, involving unusual and highly complex circumstances, exercises professional judgment based on experience and a thorough knowledge of appropriate Federal Regulations. Provides financial aid counseling to prospective, current, and alumni students and families through email, telephone and in-person appointments. Must be able to maintain a positive, effective, working environment between Financial Aid & Scholarships and other on-campus departments. Plans, counsels, and uses professional judgment and effective decision-making to ensure that the student population is processed efficiently and effectively. Conducts financial aid presentations in individual and group settings to on-campus and off-campus constituents. Performs the financial aid verifications, packages and awards financial aid, monitors satisfactory academic progress and assists in census processing. Performs additional related duties as assigned.
Qualifications:
Equivalent to a Bachelor's degree from an accredited four-year college or
university and three years of professional experience at the counselor level in financial aid. Thorough knowledge of the principles and practices of financial aid and the ability to apply knowledge to situations where
precedents do not exist or are ambiguous. The ability to create solutions to student problems that integrate the full range of University resources. Must be sensitive to the needs of individuals while maintaining the legal and fiscal integrity of Federal, State and Institutional aid programs. The ability to analyze complex situations and determine appropriate courses of action while engaged with students in personal interactions of a sensitive nature. The ability to work and communicate effectively with a diverse population of students, faculty, staff and the community and the ability to function as a member of the Financial Aid & Scholarships team. Familiarity with modern office technology (MS Word, MS Excel, PowerPoint) is essential as well as working knowledge of the electronic processes used in financial aid. These include but are not limited to Common Origination and Disbursement (COD), FAA Access to CPS Online, National Student Loan Data System (NSLDS), and WebGrants, and Electronic Loan Management (ELM) System.
A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for the position.

Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
