What happened: The Council approved a $37,000 budget amendment for services related to the Wind and Water Sports Venue.
Why it matters: This budget amendment is for the additional time spent on the biological assessment for the Wind and Water Sports Venue relating to the US Army Corps of Engineers’ permitting process.
What happened: The Council approved a $9,000 amendment agreement between the City of SPI and Kimley Horn and Associates Inc. for Project Boulevard (PR 100) improvement for sidewalks and medians.
Why it matters: According to Kimley Horn each cross walk on Padre Boulevard PR 100 and Padre Boulevard Loop will be reviewed including signalizing unsignalized crossings for possible upgrades.

What happened: Chief Financial Officer Rodrigo Gimenez gave the Council an update regarding Short Term Rentals.

Police Chief Claudine O’Carroll followed up with noise disturbances in STRs. From May 13 - 19, the SPIPD received twenty-two calls of noise complaints.
What now: O’Carroll will continue to report weekly noise from STR.

What happened: A motion to approve resolution number 2022–06 appointing Rigoberto Flores to Municipal Court Judge 2 Position.
Why it matters: In the past, Rigoberto Flores served as an Assistant to the District Attorney, Interim Presiding Judge, and an Associate Judge in Brownsville.

What happened: A motion to authorize City Manager to negotiate and execute an agreement not to exceed $1,305,962.72 for the Whitecap Circle beach access improvements.

Why it matters: Boburka told the Council initially there were two bidders, but one did not complete the application in time. The bidding company is Bryant Industrial Services LLC.
What now: According to Shoreline Director Kristina Boburka, the funds will cover construction costs, including parking spots, sidewalks, restrooms, a drinking fountain, and a new ADA Dune walkover.

What happened: A motion to approve a budget amendment for $1,305,962.72 to cover the Whitecap Circle beach access improvements.
Motion passed.
Why it matters: Boburka explained to the board that $179,000 of the funds would be reimbursable. “That will go towards the construction of the parking lot. The remainder of the parking lot will come from the general fund since HOT funds can’t be used for parking. The remaining funds ($912,000) will come from the beach maintenance fund.”

What happened: A motion to approve to provide a continuous width along Laguna Boulevard widening between Constellation Drive and Capricorn Drive area smaller than 32-foot width.

What happened: A motion to approve Change Order #1, line items 1 – 16 and add the additional 18-inch RCP of 40 linear feet at $66.20 for a rough total of $85,975.25 and add 60 days to the original contract, which would increase the days to 790 days.
