What happened: A motion to acknowledge the submission of the 2022–23 proposed budget to comply with the (60) day requirement of the City of South Padre Island Home Rule Charter section 5.02.
Motion passed.
Why it matters: Chief Financial Officer Rodrigo Gimenez announced two changes to the budget compared to what he presented in previous meetings. One was an increase in Worker's Comp. cost for fire and police by $13,000 due to TML. The other is an adjustment on the revenue of a property tax decrease of $566,000 from the general fund and a revenue decrease for TIRZ of $32,000.
The current property tax rate is $.313740/$100. The City Council agreed to keep that rate if it stays in the range. The maximum rate the City can adopt without an election is $.289143/$100, which is the voter-approved tax rate.
The new tax revenue rate, $.266212, will be calculated and presented on August 17.
What now: The following steps are public hearings on August 17, 2022, for the tax rate, the budget hearing, and the voting.

What happened: A motion to approve first reading amendment number 22–05 amending Chapter 2 of the City Ordinances of the City of South Padre Island by providing for the change or establishment of all fees imposed for services by the City.
Motion passed.
Why it matters: Gimenez added a fee of $400 per month to install digital screens for advertising at the Island Metro and Multi-Modal Center to generate revenue for the City.

What happened: A motion to approve the second and final reading of ordinance number 22–04 amending chapter 11 by adding sections 11–300 and 11-31101 prohibiting the renting, leasing, or subleasing only a swimming pool or spa without renting or leasing of an overnight stay in districts A, B – 2, and E.
Motion passed.
Why it matters: With no discussion despite debates last week's, the motion passed with one nay from Councilwoman Eva Jean Dalton.
What now: The City of South Padre Island now restricts the renting, leasing, or subleasing of only a swimming pool or spa without renting or leasing an overnight stay in districts A, B – 2, and E.
