The City of SPI placed Public Transit Director Jesus Arriaga on paid administrative leave approved by City Manager Randy Smith on September 4 until further notice. Arriaga was arrested on three counts of: - Possession of Controlled Substance PG 1/ 1B State Jail Felony,
- Possession of Marijuana < 2 oz. Class B Misdemeanor, and

Possession of Drug Paraphernalia Class C Misdemeanor.
The Cameron County District Attorney’s Office dismissed Arriaga on September 6 on only two charges due to Co-Defendant David Pena claiming ownership of the drugs.
No documents provided a dismissal of the possession of drug paraphernalia.
According to the City’s employee handbook, administrative leave may be granted for investigations, representing the City or Department on proceedings, conferences, or emergencies. |
