  • SPI Environmental Health Director Victor Baldovinos invites the public to participate in Earth Day E-Waste Recycling Event at 4502 Padre Blvd on Saturday, Apr 22, from 8 a.m. – 11 a.m.
  • CVB Director Blake Henry introduced SPI’s new Marketing Director, Cindy Treviño. Treviño expressed gratitude towards the opportunity. In the past, Treviño worked for the City of McAllen as Corporate Relations Manager.

Presentations

  • Naturalist Educator at the SPI Birding and Nature Center and Alligator Sanctuary Javier Gonzalez presented Mayor Patrick McNulty with the National Wildlife Federation Mayors’ Monarch Pledge Leadership Award. Initially signed by former Mayor Barry Patel in 2016, the SPI Birding and Nature Center and Alligator Sanctuary began working toward conservation sites for the monarchs. “Texas is really the most important state for the Eastern monarchs and migration,” said Gonzalez. The center has seen clouds of monarchs enjoying the island since the community started to plant native plants.

What happened: A budget amendment for $6,000 due to the medical directors’ contract cost of living increase.

 

Why it matters: The document attached to the agenda was received on Mar 2, 2023, and signed on Mar 2, 2022. There is no verbiage in the contract declaring a cost of living increase. Instead, the document states that the City of SPI “agrees to pay R. Joe Ybarra M.D. $18,000 per year payable in monthly installments of $1,500 starting Oct 1, 2022 – Sept 30, 2023.” Also stated in the contract, if the City requires Dr. Ybarra’s physical presence, he may invoice the City at $100 per hour.

What happened: An approval of the 2022 and 2023 contract with Dr. Roman Eric Tavarez, who owns the boat slip to store the police marine boat.

 

Why it matters: According to the agenda request form, the boat slip was sold to a new owner (Dr. Roman Eric Tavarez). For 2022 the boat slip charged $3,600, and the fee for 2023 is now $4,000 a year. The boat space rental address is 5809 Padre Blvd.

 

A motion to approve the consent agenda passed.

Regular Agenda

What happened: A motion to approve the Coastal Management Program a (CMP) Cycle 29 proposals.

 

Motion passed.

 

Why it matters: The Shoreline Task Force (SLTF) recommends access improvements for Fantasy Circle Beach Access #22, Neptune Circle Beach Access #16, and land acquisition of untouched dunes to incorporate beach access and parking.

 

What now: The project is funded by the National Oceanic and Atmospheric Administration (NOAA). The SLTF’s final recommendations are due on May 9, followed by City Council’s approval on May 17.

 

Pre-proposals are due on Jun 7 by 5 p.m., and the final proposals will be due in Oct. According to Shoreline Director Kristina Boburka’s PowerPoint presentation, the City will be notified of the award early 2024 with a project start date starting in Oct 2024.

What happened: A motion to approve the Coastal Region Planning and Response Act (CEPRA) Cycle 13 proposals.

 

Motion passed.

 

Why it matters: The SLTF recommended funding beach renourishment, extend ship channels and engineering erosion control.

 

What now: The project is funded by the General Land Office (GLO) The Shoreline Task Force’s (SLTF) final recommendations are due on May 9, followed by City Council’s approval on May 17.

 

Final proposals are due on June 1th by 5 p.m. The City will be notified of the award in the fall and are estimated to start the project by Oct of this year.
