Public announcements

  • Mayor Patrick McNulty announced that the July 4th parade will start at 9:30 a.m. between E Swordfish St. and E Red Snapper St. The lineup begins at 9 a.m. There will be watermelon water and free giveaways while supplies last.

 

  • Resident Jason Yetter expressed concerns about the Shoreline Department and other residents voting together on what to put on a “public right of way.” Yetter requested that the City Attorney, Ed Cyganiewicz, and City Council members weigh in and attend the next Shoreline meeting, about commercial-type development in a residential neighborhood zoned for a single family dwellings only. The next meeting is Tuesday, June 27, at 3 p.m., where bay-ending streets will be discussed.

What happened

 

City CFO Rodrigo Gimenez and CVB Director Blake Henry presented the Council with the new fiscal year 2023-2024 budget.

 

Why it matters

 

The Hotel/Motel Occupancy Tax (HOT) Fund and Convention Centre Fund receive the City’s local HOT. Based on the trends and the current economic conditions, the proposed budget projects HOT revenues of $13,253,750.

 

The total projected expenditures for the combined Hotel Motel and Convention Centre funds are $9,343,684.

 

What now

 

The Convention and Visitors Advisory Board will review the budget for the marketing division during the regular meeting scheduled for June 28.

 

5.2

 

What happened

 

A motion to approve Resolution No. 2023-11 authorizing execution of an advance funding agreement with the Texas Department of Transportation for a Transportation Alternatives Set-Aside (TASA) Program Project, specifically PR 100 Bike Lane Improvements.

 

Motion passed.

 

Why it matters

 

On March 31, 2023, the Texas Transportation Commission authorized PR 100 Bike Lane Improvement Project to receive Transportation Alternatives Set-Aside (TASA) funds for project construction and state oversight.

 

TxDOT and the City are in the process of going out for RFQ for this project. TxDOT has advised the City to submit the construction phase for the 2023 TASA Program. The final application would require a new resolution. This grant requires a 20% Local Match. The budget summary on the agenda shows an estimated construction cost of $794,548 with a local match of $158,910.

 

What now

 

The resolution states that the City of South Padre Island commits to providing the match. “The local match is comprised of cash, plus in-kind contributions, if any.”

 

The bike lane location is between Orca Cr. and the Wind and Water Sports Park.

5.3

 

What happened

 

An action to authorize City Manager to enter a contract with FR Green Thumb Landscaping - PW01-2023 Laguna Boulevard Palm Trees with a cost not to exceed $174,000.00 and a budget transfer in the same amount to cover the cost was requested to be put out for bid again by the Council.

 

Council passed a motion to put the item back to bid for six-foot Texas Sable Palms instead of the Phoenix Dactyliferous (True Date Palm) or Phoenix Sylvestris (Sylvester Date Palm) included in the invitation to bid specifications. (pg. 130)

 

Why it matters

 

According to Public Works Director Alex Sanchez, this is the second time the City has gone out for bid.

 

The Laguna Boulevard Street and Drainage improvements were awarded in early 2022. On April 27, 2023, at 2:30 p.m., sealed bids were opened, and the only bidder was FR Green Thumb Landscaping for $174,000 for True Date Palms and $150,000 for Sylvester Palms.

 

What now

 

This will be the City’s third time out for bid on Palm trees.
