When Exxon wanted to develop the North Sea oil, they had to go through a special mineral rights holding that represented all the souls in Norway. Today, each Norwegian has half a million built up in their account.
This was set up this way so that the people of Norway would never be cheated by the oil developer or their own politicians.
The same should be done for protecting Texan's rights to Texas sky space.
The value of a fully populated Starlink satellite constellation is $1.4 trillion, per year. At that rate all 30 million Texas will be millionaires in 10 years and that is still with the developer making a fair profit.
By the FAA granting the license to fly to SpaceX Starship, the federal government has already relinquished their right to claim "mineral/space" rights.
If Texans learn what they rightly stand to gain by their mineral/space rights, there will be ample political support at the voting booth next month in March '24.
The Texas law can be called back through special session before the election in March because an error was made in the House/Senate rules.

Local Government Impact
Because the bill would not have statewide impact on units of local government of the same type or
class, no comment from this office is required by the rules of the House/Senate as to its probable
fiscal implication on units of local government.
There was a fiscal implication to the State that was not accounted for so that the Law has to be called back according to House/Senate Rules. Texans did not receive their rightful payment for granting access to space via Texas. Texans know about mineral rights. Access to space is no different than parking a drilling rig on a land owner's land... except in this case all the Texans own the air above Texas.
Once the payment fee structure is worked out with the space developer, there will be no issues with safety being attended to because Texan's protect Texans and Texas beauty.
And for that matter, there will never be a homeless Texan, ever again, if Texas does like Norway and puts the proceeds from space development into, "TexSpace", a trust for each Texan.... politicians and developers will be kept in proper balance.
