CVAB: Presentation & Discussion on SPI Aquarium and Butterfly Pavilion

In a recent gathering on March 27, 2024, Chairman of the Conventions and Visitors Advisory Board (CVAB) Sean Till, clarified that the agenda item was solely intended for a presentation regarding the potential establishment of an Aquarium within the community.

 

Representing the SPI Birding, Nature Center & Alligator Sanctuary Board (BNC-AS), Richard Franke proposed a comprehensive project merging an aquarium, butterfly pavilion, and other amenities into the existing birding center, alongside additional parking for approximately 200 vehicles.

 

Expressing the need for diversified attractions, Franke emphasized the necessity for new endeavors, stating, "There needs to be more side attractions and new things to do."

 

The projected cost for this initiative is approximately $14.5 million, with an estimated revenue generation of $20 million. Franke underscored the importance of public investment, urging local funding participation from entities like the CVB and the EDC, along with exploring grants and state funding opportunities.

 

"What public amenity has been built in the last 15 years?" said Franke. He answered himself, "The Birding Center."

 

Advocating community support, Franke highlighted the significance of offering visitors additional activities beyond those currently promoted by the CVB, stressing the importance of supplementary attractions. He added that this project will have a huge impact, create jobs, and generate economic growth. 

 

Responding to inquiries, Renee Valdez, a CVAB member and General Manager at the Holiday Inn at South Padre Island, sought clarification on the nature of BNC-AS, confirming its status as a non-profit 501c3 entity. It was noted that although the land is owned by the EDC, the City of SPI was previously tasked with establishing a birding and nature center.

 

Additionally, it was mentioned that in the past, the CVB contributed funding towards a portion of the business plan for this project.

 

CVB Director Blake Henry expressed his focus is on the Convention Center Expansion.

 

"The convention center expansion first and foremost," said Henry.

 

While there was acknowledgment of the importance of the Convention Center Expansion, CVB Director Blake Henry expressed a desire for an updated business plan due to concerns over operational costs. He stressed the need for thorough evaluation before proceeding further.
